Arizona Official Placed 29 Babies in Adoption Fraud Scheme, Prosecutors Say

Paul D. Petersen, Maricopa County’s assessor, arranged for at least 28 pregnant women from the Marshall Islands to fly to the United States to give birth at taxpayers’ expense, prosecutors said.
